The financial year for the Port of Hood River runs from July 1 through June 30 th of the following year. At the time of publication, the Port is finishing up its fiscal year, with the recently approved 2025/26 Budget approved by the Port Commission on June 17, 2025. The adopted budget begins July 1, 2025 and is anticipating financial resources of approximately $48.5 million, with beginning (carryover) resources of $18.5M. The remaining $30M is made up of an estimated $9.5M from toll revenue, $4.1M in lease revenue and user fees, $6.2M in grant revenue, $8M in expected property sales, and the rest from interest, miscellaneous reimbursements, and property taxes. Currently, the Port receives $100,000 in property tax funding from the community, averaging around $7 per household annually. The majority of grant resources ($4.5M) are allocated towards the bridge replacement project. An additional $1.3M is expected to fund improvements at the Airport. Toll revenue is down $2M from the previous fiscal year reflecting a decrease in traffic over the bridge. Port policy has allowed approximately $0.50 of each crossing to be used for non-bridge-related activities, which is budgeted at $2M in the 2025/26 budget. However, this is the final year of the transfer. Beginning July 1, 2026 all toll revenue can only be used for bridge-related repairs and replacement. REQUIREMENTS:

Port financial requirements for the upcoming fiscal year are estimated to be $48.5M, with $9.5 being ending fund balance (carryover to the next fiscal year), and $12.1M in contingency/reserves. Operational expenditures include $5.1M for the existing bridge, $3.8M to be transferred to the Hood River White Salmon Bridge Authority, and $4.5M for the replacement bridge to spend down the final grants in the Port’s name. Total Operations, which include everything from industrial and commercial properties, to parking, waterfront, marina and airport as well as administrative costs, are $13.5 million for the 2025/26 year. With revenue from tolls being fully allocated to bridge repair and replacement in July of 2026, the Port is taking steps to streamline systems, creating more transparency and robust reporting for their staff and constituents.
