Waterfront Parking

2024 Waterfront Parking Information

Payment for parking is required in all Port areas from 8:00 a.m. to 6:00 p.m. Hourly payment is mobile only by Text to Pay or the Flowbird mobile app. If you don’t already have the app downloaded on your phone, it’s difficult to download without a wifi connection. Please use the Text to Pay option if you don’t already have your Flowbird app set up. If you are experiencing difficulty while trying to pay due to a poor connectivity, please take a screen shot on your phone. If you receive a ticket and are able to provide the information that you tried to pay the ticket will qualify for dismissal. For ticket dismissals go to Dispute Parking Complaint.

2024 Annual Passes are available for the Event Site, West Jensen (passenger vehicles only, no vehicles over 20’, no trailers, no RVs even if they are less thank 20′), and Marina Boat Launch parking lots.

NO OVERNIGHT CAMPING ON PORT PROPERTY.  VIOLATORS WILL BE TICKETED AND TOWED.

  • Payment is required all days 8:00 a.m. to 6:00 p.m., except on the 4th of July. 
  • Waterfront parking is $2.50 per hour, up to $15.00 per day in all zones.
  • No parking on any Port-owned streets 11:00 p.m. to 6:00 a.m. 
  • Trailers must be attached to tow vehicle at all times (no dropping trailers). 

Annual passes are available for sale online or at the Port office during regular business hours. Annual passes are valid year-round for all day parking at the Event Site parking lot and its overflow on Lot 1, the western half of the West Jensen parking lot (passenger vehicles only, no vehicles over 20’, no trailers, no RVs even if they are less than 20′), and the Marina Boat Launch parking lot and its overflow lot located south of the DMV. Passes are not valid for on-street parking. At the Event Site parking lot, vehicles over 20′ in total length must display an Overlength pass and park in spaces designated for Over Length vehicles. At the Marina Parking lot, any vehicle towing a boat trailer may use the Regular Length pass, regardless of total length. Passes are transferrable, but lost or stolen passes will not be replaced or refunded.

Vehicle Types Allowed and Hours of Operation for each location 
  • Event Site Parking Lot: Gates are open 7:00 a.m. to 9:00 p.m. Payment required between 8:00 a.m. and 6:00 p.m. Regular Length Vehicles (up to 20’ in total length) and Overlength Vehicles (over 20’ in total length) are allowed and must park in designated spaces. No vehicles or trailers allowed after 9:00 p.m.
  • West Jensen Parking Lot: Open for parking 6:00 a.m. to 11:00 p.m. Payment required between 8:00 a.m. and 6:00 p.m. Passenger vehicles only. Overlength Vehicles (over 20’ in total length), RVs, or trailers are NOT allowed even if they are less than 20′. No parking is allowed between the hours of 11:00 p.m. and 6:00 a.m.
  • Nichols Basin Parking Lot: Open for parking 6:00 a.m. to 11:00 p.m. Payment required between 8:00 a.m. and 6:00 p.m. Regular Length Vehicles (up to 20’ in total length) are allowed. No Overlength vehicles (over 20’), no RVs or trailers are allowed. No parking is allowed between the hours of 11:00 p.m. and 6:00 a.m.
  • Marina Boat Launch Parking Lot: Open for parking 5:00 a.m. to 11:00 p.m. Payment required between 8:00 a.m. and 6:00 p.m. Regular Length Vehicles (up to 20’ in total length) and Overlength Vehicles (over 20’ in total length) are allowed. Only vehicles with trailers are allowed in the overlength parking spots. No parking is allowed between the hours of 11:00 p.m. and 5:00 a.m.
  • Marina Beach and Marina Moorage parking lots – Marina Beach gates are open 7:00 a.m. to 9:00 p.m. Regular Length Vehicles (up to 20’ in total length) and Overlength Vehicles (over 20’ in total length) are allowed. Commercial Trucks are not allowed. Commercial trucks are defined as a tractor or tractor trailer combination in excess of 10,000 gvw. Marina Moorage parking is for Regular Length Vehicles only.  No RVs or trailers are allowed. No parking allowed after 9:00 p.m.
  • Spit  – Gates are open 7:00 a.m. to 9:00 p.m. at the Spit. No vehicles over 20′ in length, no RVs, and no trailers. There is no adequate turn around on this road. Commercial Trucks are not allowed. Commercial trucks are defined as a tractor or tractor trailer combination in excess of 10,000 gvw. No parking allowed after 9:00 p.m.
  • The Hook: Gates are open 7:00 a.m. to 9:00 p.m. Payment required between 8:00 a.m. and 6:00 p.m. Regular Length passenger vehicles only.  Overlength Vehicles (over 20’ in total length) are NOT allowed. RVs, Campers, or Trailers are NOT allowed, even if they are less than 20 feet in length. Parking in designated spaces only. Vehicles parked in FIRE ZONES or in any way impeding access of emergency response vehicles will be towed at the owner’s expense. There is no adequate turn around on this road. No parking is allowed after 9:00 p.m.
  • West Portway Avenue: Open for parking 6:00 a.m. to 11:00 p.m. Payment required between 8:00 a.m. and 6:00 p.m. Passenger vehicles allowed 7 days a week. Commercial trucks not allowed May 15 through October 15. Overnight parking for commercial trucks is only allowed October 16 – May 14. Commercial trucks are defined as a tractor or tractor trailer combination in excess of 10,000 gvw.
  • North 1st Street and East Portway Avenue: Open for parking 6:00 a.m. to 11:00 p.m. Payment required between 8:00 a.m. and 6:00 p.m. Passenger vehicles allowed 7 days a week. Commercial trucks not allowed May 15 through October 15. Commercial trucks are defined as a tractor or tractor trailer combination in excess of 10,000 gvw. No parking is allowed between 11:00 p.m. and 6:00 a.m.
Violation Penalties 
  1. Non-payment (per parking space) – $40
  2. Parking in Unauthorized Space – $30
  3. After Hours Parking (anytime between 11:00 p.m. to 6:00 a.m. all Zones AND after 9:00 p.m. in the Event Site Parking Lot) – $40
  4. Non-payment of violation penalty after 30 days of issuance – $25
  5. Non-payment of violation penalty after 60 days of issuance – $25
  6. Non-payment of violation penalty after 90 days of issuance – Referred to collections, will include collections fees assessed by collection agency.
Parking Agreement - Terms and Conditions 

By entering and allowing your vehicle to remain in this Pay to Park Zone (“Zone”), a vehicle’s registered owner and/or operator (“You”) agree to enter into a contract with the Port of Hood River (“POHR”). If You do not accept the following terms and conditions, immediately remove your vehicle from the Zone to avoid POHR enforcement/collection actions.

  1. You Must:
    • Pre-pay charges for each parking space used as posted at parking areas and on the POHR website, www.portofhoodriver.com (“Website”), incorporated herein by reference.
    • Not park longer than the maximum allowed time.
    • Only park your vehicle in a space in the Zone where you paid to park. Payment only allows parking in that Zone.
    • Obey all POHR official signs and regulations.
  2. You Agree to:
    • Pay unpaid parking charges and late payment charges as posted on Port Website when due, and unpaid charges and late payment charges being sent to collections.
    • Notices of parking complaints and warnings being affixed to your vehicle windshield or sent to you by mail.
    • Indemnify the POHR against any loss or damage arising out of your negligence or breach of these terms and conditions.
    • Resolve any dispute related to this agreement through the POHR internal resolution process, initiated by filing a POHR Dispute Form available at the POHR website or office. Only after filing a POHR Dispute Form and exhausting the POHR internal dispute resolution process may you seek redress in court. You agree to venue in Hood River County, Oregon.
  3. POHR is not responsible for any injury, loss or damage to You or your vehicle or its contents. You will hold POHR harmless for any damage to your vehicle other than that caused by the negligence of POHR.
  4. If any provision of this agreement is found to be unenforceable, the validity and enforceability of the remaining provisions will not be impaired.
