2026–2032 Strategic Business Plan Update

Hood River, OR — April 2026 — The Port of Hood River has initiated an update to its Strategic Business Plan (SBP), a long-range planning effort that will guide Port operations, investments, and priorities over the next five to ten years.

The Strategic Business Plan serves as the Port’s primary strategy document, aligning the Port Commission, staff, and community around key actions related to construction, maintenance, programs, policies, and development of Port facilities and services. The update builds on the Port’s current 2021–2026 Strategic Business Plan, which was developed through an extensive public process and adopted by the Commission in 2021.

Since that time, the Port’s operating environment has continued to evolve. Most notably, beginning July 1, 2026, toll revenues from the Hood River–White Salmon Bridge will no longer be available to support non-bridge activities. This marks a significant transition for the Port as it advances efforts to ensure that its asset centers—including waterfront recreation, airport operations, and real estate—are financially self-sustaining.

“This is an important moment in the Port’s history,” said Executive Director Kevin Greenwood. “As we prepare for a future without toll revenue supporting non-bridge services, the Strategic Business Plan will help define how we continue to serve the community while responsibly managing and developing public assets.”

Consultant Selection and Planning Process

Following a competitive public procurement process, the Port Commission authorized staff to enter into negotiations with Points Consulting LLC, the highest-ranked proposer. The selection process included evaluation of qualifications, experience, project approach, and cost in accordance with the Port’s procurement rules.

Points Consulting brings recent experience leading Strategic Business Plans for other Oregon ports, including the Port of The Dalles (2023) and the International Port of Coos Bay (2025), and will work closely with Port staff and the Commission to guide the SBP update.

Community-Focused Planning Effort

The SBP update will include a robust public engagement process designed to ensure that community priorities and perspectives help shape the Port’s future direction.

Planned engagement activities include:

  • Stakeholder interviews with tenants, partners, and community organizations
  • Public meetings and outreach opportunities
  • Commission work sessions to review and refine key elements of the plan
  • Opportunities for residents and businesses to provide input throughout the process

Public ports in Oregon are required to maintain Strategic Business Plans that define mission, goals, and long-term priorities. These plans guide budgets, grant applications, capital investments, and major initiatives to ensure alignment with community needs and long-term financial sustainability.

The updated Strategic Business Plan will evaluate the Port’s facilities and services across all service areas, including:

  • Transportation and bridge-related infrastructure
  • Ken Jernstedt Airfield
  • Waterfront recreation and marina operations
  • Industrial and commercial property development
  • Administrative and operational facilities

A key focus of the update will be identifying opportunities to develop Port-owned property and generate sustainable revenue to support public services such as waterfront parks and recreation areas.

The plan will also include a long-range financial and capital strategy to ensure that major investments are anticipated and aligned with available resources.

The Strategic Business Plan process is expected to continue through 2026, with draft materials presented for Commission review later this year and final adoption anticipated following public input.

The Port encourages community members to participate in the process and help shape the future of the Port District.
