Financial Administrative Policies 
Governance Policy 

The Port of Hood River Board of Commissioners are public officials who must act in the best interest of the public and are accountable to the public through federal, state, and local laws and regulations. Governance constitutes the rules governing the policies and procedures of the duly elected Port of Hood River Commission.

Governance is the manner in which public boards set policies and processes to direct and manage its duties and responsibilities of the organization. The Port Commission hires an Executive Director to carry out the Port Commission’s policies and manage the day-to-day operations.

The Commission shall maintain a written manual of policies and procedures governing its operations. Additions and amendments to the policies shall be formally approved at a Commission meeting by motion.

It is the policy of the Commission to exercise those powers granted to it, and to carry out those duties assigned to it by law, in such a way as to best meet the needs of the Port District.

Tobacco/Smoke Free Facilities and Grounds Policy

Approved by the Board of Commissioners August 4, 2015

The Port of Hood River seeks to ensure a tobacco-free environment on all Port properties through positive and educational messaging that promotes the long-term health and safety of the Port of Hood River employees and the public. This policy prohibits the use, distribution, sale, or advertising of tobacco or other inhalant products on property owned or controlled by the Port of Hood River.

This policy applies to all Port of Hood River employees, volunteers, interns, clients, visitors, and vendors on property owned or occupied by the Port of Hood River.

  1. Definitions:
    For the purpose of this policy the following definitions shall apply:Tobacco: Includes but not limited to cigarettes, cigars, pipes, hookah, dip, chew, snuff, snus, and any other smokeless tobacco products as well as nicotine/inhalant delivery devices such as electronic cigarettes or vaporizers (except for FDA-approved nicotine replacement therapy products for the purpose of tobacco cessation).
  2. Policy:The use of all tobacco products and smoking tobacco or any other substances is not permitted at any time within any interior space of facilities owned or occupied by the Port of Hood River; in vehicles owned by the Port of Hood River; and is strongly discouraged on outdoor property or grounds, parks, and natural areas owned or occupied by the Port of Hood River, including outdoor parking areas.
  3. Communication of Policy:Additional language on the signs may be used to promote the success of the policy and educate the public.The Tobacco/Smoke Free policy applies at all facilities and grounds owned or occupied by the Port of Hood River whether or not signs are posted.
    1. Signs: Signs will be used to designate a Port of Hood River owned or occupied facility as a Tobacco/Smoke Free Property. Signs bearing this message will be clearly posted at the perimeter of Port properties, at vehicular and pedestrian entrances, and at other prominent locations designated by the Port Executive Director.
    2. Decals: Buildings designated by the Port Executive Director that are owned or occupied by the Port will display a decal that states Tobacco/Smoke Free Property at an entrance or exit.
    3. Website: The Port of Hood River website (portofhoodriver.com) will include a downloadable policy document as well as graphics communicating the policy.
  4. Tobacco Cessation Support:
    The Port of Hood River is committed to providing tobacco cessation support to all Port of Hood River employees who wish to stop using tobacco products. Cessation resource information will be provided to any employee who expresses an interest in seeking help to stop using tobacco products. Port of Hood River volunteers, contractors, clients, and visitors may be referred to the Oregon Tobacco Quit Line (1.800.QUIT.NOW [English] or 1.877.2NO.FUME [Spanish]), which is a free tobacco cessation resource.

This privacy policy is effective as of January, 2016 and is only for information collected by the Port of Hood River through the website www.portofhoodriver.com. It does not govern information collected by the Port through off-line sources or from third parties. The privacy policy stated below is subject to the requirements of State and Federal law and may be amended at any time to comply with applicable statutory requirements. Notice of any changes will be posted on this website. Enactment or changes of laws which affect the Port’s privacy policy will not be considered an amendment that requires customer notice.

General Policy

The Port of Hood River will control the exchange, storage, and use of selected personal information about site visitors as described in this policy. Anonymous information in the nature of site usage statistics may be shared with others for any purpose.

The Information Collected

The website collects and retains two kinds of information about site visitors: anonymous information that is collected automatically and does not identify any specific user, such as log on time and pages on the site that are visited, and certain personally identifiable information about users, such as their names, addresses and e-mail addresses that are submitted voluntarily. Both types of information are collected in order to improve user access, navigation, communication, and services. This information may be collected and retained automatically and voluntarily in databases.

The Reasons Information is Collected

Information gathered is intended to help the Port to serve site visitors. Except as described in this policy, information about a user will not be collected without the user’s knowledge.

The collection of anonymous or non-personal information about users occurs mostly through standard analysis of the Web-server log files. This information is used to closely monitor which areas of the website are used most and to determine which areas need improvement. This information is used exclusively in aggregate form so that the site can continue to be improved.

Google Analytics

The Port of Hood River Uses Google Analytics to obtain non-personal visitor data such as the number of visitors to our website, onsite behavior and usage information, device and software identifiers, referring and exit URLs, usage and purchase history and other similar information. This allows the Port of Hood River to provide useful and accessible content and improve and maintain our Site and Services. No personally identifying data is included in this type of reporting.

Personally identifiable information is only used to fulfill the purpose of the user’s interaction with the Port of Hood River, or to provide users with services or products requested by the user. If the purpose of the user’s interaction with the Port of Hood River is to provide information to a specific third party, the Port will use the information as directed by the user. Information may also be compiled and used to keep users informed of upcoming events, send users subscription information, customize user’s visit to this website, and offer new products and services that may be of interest to users.

Limited Use of Information Outside the Port

The Port of Hood River will not disclose personally identifiable information to third parties, other than service providers who are bound to use the information only to assist us in such areas as data storage and order processing, except in accordance with this policy. Users should be aware that the Port of Hood River is a public agency and personal information provided to the Port may be subject to disclosure in accordance with public records laws. In exceptional cases the Port may disclose personally identifiable information to the extent necessary to identify, contact, or bring legal action against someone who may be intentionally or unintentionally causing injury to or interference with the rights or property of the Port of Hood River, a user, or anyone else who could be harmed by such activities.

Security

The Port will take commercially reasonable precautions to safeguard personal information through physical, electronic and procedural means. The Port will treat user information confidentially and request third party service providers who receive information from the Port to do the same. However, given the nature of the Internet and the fact that network security measures are not infallible, we cannot guarantee that electronically-stored user information will never be stolen, hacked or viewed by unauthorized persons. We maintain notification procedures as part of our information security policy, to be used in the event of a data security breach. If we are required to provide notice to you of a data security breach, the notice will be provided in electronic form to the e-mail address you have provided to us.

Cookies and Log Files

This site uses cookie technologies to provide simplified access to a few areas of its website by allowing users to save their details on their own computers. Cookies can be disabled or controlled by setting a preference within the user’s Web browser. Log files record internet protocol (IP) addresses, browser types, internet service provider (ISP), referring/exit pages, platform type, date/time stamp, and number of clicks to analyze trends, administer the site, track a user’s movement in the aggregate, and gather broad demographic information for aggregate use. Information collected through log files is not linked to personally identifiable information of a user.

Traffic analysis

The use of Website traffic analysis software to analyze traffic to this Website may be used. The software does not create individual profiles of visitors, but collects only aggregate data.

Links to other Websites

The website includes links to other websites as a convenience to users. When these links are used to access outside sites, the user is no longer within this site’s web environment and we are not responsible for the privacy practices or content of the other sites. We encourage all users to be aware when they leave this site and to read the privacy statements of each and every website that collects personally identifiable information.

Correcting, Updating, Deleting and Deactivating Personal Information

If your information changes, you may contact us to correct, update or delete and deactivate our records. Oregon public records retention requirements may require that we retain a copy of a document containing your personally identifiable information, even when your personally identifiable information has been removed from our working database.

Changes in the Port’s Privacy Policy

The privacy policy may change in the future. We will notify you, using the e-mail address you have supplied to us, about any changes that materially decrease the protection of your personal information.

Social Media Terms of Use, Prohibited Content and Disclaimer 

The Port of Hood River works to promote and maintain a healthy economy and strong quality of life in the Port District and throughout the Columbia Gorge. The website portofhoodriver.com and all Port social media sites or pages (Facebook, Twitter, LinkedIn, Google+, Instagram, YouTube, Vimeo, and the like) are intended to serve as a mechanism for communication between the public and the Port.  

Postings on the portofhoodriver.com website and social media feeds may be Public Records under Oregon law. To the extent such content is a public record, the Port of Hood River will be subject to disclosure requirements under the Oregon Public Records Law. 

The Port does not endorse nor sponsor any advertising posted by the Social Media host on the Port’s site or pages. Social Media sites are private sites and the privacy terms of those sites apply. The Port does not guarantee reliability and accuracy of any third-party links, and the Port reserves the right to remove any conversation which is prohibited by the Port of Hood River Social Media Terms of Use, Prohibited Content and Disclaimer described here. 

Comments sections on the portofhoodriver.com website and social media pages operated by the Port of Hood River are limited forums where the public may comment on articles and content posted by the Port of Hood River.  The Comments posted to the portofhoodriver.com website and all social media pages or sites will be monitored. The Port of Hood River reserves the right to remove, hide, or disable inappropriate comments including those that have obscene language or sexual content; threaten or defame any person or organization; violate the legal ownership interest of another party; support or oppose political candidates or ballot propositions; promote illegal activity; promote commercial services or products or are not topically related to the particular posting. This moderation is not censorship. The Port’s goal is to ensure a positive and safe experience for all users, and it welcomes diverse opinions and perspectives. Citizens have the right to develop their own social media pages to publicize personal points of view.
