The Port of Hood River accepts proposals for certain recreation businesses and concessions on Port-owned waterfront property. Before submitting an application, please review the eligibility requirements and location restrictions below.

Submitting an application does not guarantee approval, placement on a Port Commission agenda, or issuance of a permit.

Currently Eligible Area 

Under Port Resolution No. 2023-24-18, staff may consider new proposals only for the area formerly used as the Dog Park, located along the southeast perimeter of The Hook and parallel to the Water Treatment Plant.

Proposals That Are Not Currently Eligible

The Port is not currently accepting new proposals for:

• The Marina Basin and surrounding area, including Marina Green, Marina Park, Marina Beach, the marina, boat ramp, jetty and East Waterfront Trail.
• Nichols Basin and surrounding areas, including Frog Beach, the Spit, Lot 1, Nichols Dock and the Central Waterfront Trail.
• The Event Site and the North Central Waterfront area.
• The west end of The Hook.
• The East Maritime Lot.
• Food carts anywhere on Port property.
• Buildings or structures that float over the water.

These restrictions do not apply to the annual renewal of an existing concession permit. Existing permits remain subject to compliance with their terms and Port approval.

Minimum Criteria

To submit a proposal, you must be able to confirm that:

• The proposed activity is a recreation business or concession.
• The activity would occur within the currently eligible area.
• The proposal does not include a food cart.
• The proposal does not include a floating building or structure.
• The activity is compatible with public waterfront use and access.
• You can provide the required licenses, insurance and other documentation if the proposal advances.
• You understand that a submission is only a request for consideration and does not authorize use of Port property.

Review Process

Port staff will review submitted proposals for completeness and consistency with current Port policy.

Members of the public may provide a five-minute presentation during public comment at a regular Port Commission meeting. Proposals considered for placement on the Commission agenda may be presented twice each year, once in the spring and once in the fall.

The Port may request additional information before deciding whether a proposal should advance. Commission review, when provided, does not guarantee approval or issuance of a permit.
