Kevin Greenwood
Kevin Greenwood is an experienced public administrator with over two decades of leadership in port management, economic development, and community infrastructure along the Oregon Coast and Columbia River Gorge. He currently serves as Executive Director of the Port of Hood River, a role he has held since 2022, where he oversees multimodal transportation, waterfront development, and strategic capital investments. He also serves as Interim Executive Director of the bi-state Hood River-White Salmon Bridge Authority, leading the effort to replace the region’s century-old interstate bridge.
Kevin was hired by the Port of Hood River in 2017 as Project Director for the Bridge Replacement Program. In this position, he led critical early-stage environmental planning, interagency coordination, and community engagement to advance one of the region’s most significant infrastructure projects. Prior to that, he served as Executive Director at the Port of Newport, General Manager of the Port of Garibaldi, and City Manager for the City of Garibaldi. His leadership has consistently focused on fostering public-private partnerships, improving recreational access, and advancing infrastructure that supports economic vitality in rural communities.
Kevin holds a Master of Public Administration from Portland State University and a Bachelor of Arts in English and Political Science from the University of Washington.
He is an active leader in regional and statewide organizations, having served as President of the Oregon Public Ports Association. He currently serves on the board of the Mid-Columbia Housing Authority and has been a member of Rotary International since 2014.
A graduate of Columbia River High School in Vancouver, Washington, Kevin spent many of his early years spelunking in the caves of the Gifford Pinchot National Forest. He and his wife, Stefanie, have two children, Mick and Cleo. An avid outdoorsman, he has climbed Mt. St. Helens, Mt. Adams, and Mt. Hood, and enjoys playing morning basketball with the crew at Horizon Christian. His career reflects a deep commitment to strengthening public institutions and building thriving, connected communities.
